A ServiceNow CI is not created when a I create a new Asset with AssetTrack

The built-in ServiceNow business rule AssettoCi should automatically create a CI record when an Asset is created.

You have to have your Model Categories configured for this to work.  
When an alm_hardware record is created, ServiceNow is supposed to:
  1. look at the Model for that alm_hardware record,
  2. Find the model category,
  3. Check if there's a ci_class property on that Model Category and
  4. Create a CI record in that table if so.
If the Model Category has no CI Class, no CI will be created.
